The purpose of the Preliminary PHA is to identify significant hazards and ensure that there are appropriate measures to eliminate risk or reduce the risk to tolerable levels

➦ For new plants or modifications, this PHA provides the opportunity for redesign to eliminate or reduce risk

➦ Compiled documentation and resulting actions describe the basis of safety for the project

➦ When the Preliminary PHA (HS2) and all its actions or recommendations have been completed, all EHS safeguard specifications will be available to the project design team

➦ Can be started as soon as a description of the process and the process flow sheet or flow diagram, or the building layout and services distribution, are available
